Abstract: Personal and Social Development (PSD) has been taught in Maltese schools since 1989. The first formal syllabus was formulated in 1999. The aim of the study was evaluate the effectiveness of the use of the syllabus in Forms 1, 2 and 3. The main research questions were: Are programme objectives being reached? What are the students' perceptions of the PSD programme? Which are the most useful topics? Which methodologies are found to be more effective? What facilitator qualities are appreciated? A mixed quantitative and qualitative design was adopted for the study. A stratified random sample of 407 students from Forms I-III in six schools responded to the questionnaire survey while 36 of the students were interviewed. A focus group discussion was also held with 8 PSD facilitators. Statistical analysis was carried out on the quantitative data, while interview and focus group data was analysed thematically. Results show that students enjoy PSD, feel comfortable in a small group and participate to a high degree. The topics in the syllabus were found to be very useful for the students, particularly those related to sexuality and health. These meet their needs and concerns to a large extent. The approach and methodology used in the PSD lessons are highly appreciated by the students. The role of the PSD facilitator is central to the subject ands/he acts as a role model. Dealing with immediacy issues satisfies the students' emerging needs and concerns. The study recommends that evaluation of the students' experience of PSD should be ongoing to enable continuing adjustment of the syllabus to young people's changing world. Given the importance of facilitator qualities there should be ongoing training as part of the PSD facilitator's self growth.
