Abstract: In one sense education, or rather the educational factors that mould a people's mind and character, can be said to be a force. Its power is that of making man realise more clearly the duties as well as the rights which should be his share in life as a respectable member of the community and to see when and how those rights are interfered with and those duties being neglected. In giving a backward glance at the development of education in Malta, one is indeed tempted to think that this sense of the rights and duties in the general community was not sufficiently fostered simply because education hardly existed. What is true of Malta in those days no doubt holds good also for most European states and countries because, strictly speaking, education as we understand it to-day, though a very old art, is comparatively speaking a new science and it is only recently that educational development for the community has been seriously taken in hand.
