Abstract: Freedom of expression is a subject of concern all over the world. Developed countries, especially America and Europe, were the first countries to show interest in this subject. The trend towards democratic life in all its aspects in many countries opened the door for the establishment of a basis for people to express their needs in the different directions. Freedom of expression in its modern meaning indicates the expressing of opinions concerning social, economical, and political matters. Governing in most of the Western World countries is conducted through democracy thereby allowing freedom of expression as these issues are two faces of the same corn. In the developing countries little attention is given to these two issues -democracy and freedom of expression. The method of government of most of these countries makes it impossible to have a real democracy or freedom of expression. In most of these countries lack of freedom of expression is the result of martial law. Often the government in these countries obtained power through a coup d'etat lead by a leader. So as to ensure the continuity of this leadership the martial laws are always adopted and applied.
