Abstract: | This thesis explores the effectiveness of the actions proposed in the EU Tourism Political Framework established in 2010 to stimulate competitiveness in tourism. This study is being tackled in the context of Malta's destination competitiveness by exploring three different types of sources. First, prominent theories of destination competitiveness are analysed to comprehend the underlying foundation on which the framework was built. Secondly, statistical data from main competitiveness reports is analysed to determine Malta's competitive position in the EU. Thirdly, stakeholders who are directly or indirectly related to tourism are interviewed to obtain their opinion on the actions proposed by the Commission. This approach has led this study to triangulate all the findings and establish the most salient features of the framework. This study concluded that the majority of EU tourism actions tend to generate conflicting arguments on whether they are effective or not to stimulate competitiveness. In the case of Malta, results show that the most effective actions are the ones that involved Malta's direct participation where it could integrate them with its national objectives. The findings also indicate clearly that the EU Commission should involve at each stage those stakeholders who are the real protagonists in tourism by seeking their advice on practical matters. It should also strive to enhance cooperation between Member States which should be encouraged to be more proactive in proposing the way forward. |
