EU funds and the management of migration and asylum in Malta

Abstract

The phenomenon of irregular migration has been on the increase in the Mediterranean since the start of the new century. Central to this issue is the island of Malta; a small island in the middle of the Mediterranean Sea. Due to Malta's geo-strategic position, Malta has become perceived a pit-stop in the common routes taken by migrants whilst crossing from North Africa to Europe. The influx of migrants became problematic as the numbers soared from year to year, coupled by the fact Malta was essentially unprepared to address this scenario; lacking means of accommodation; and proper integration policies, for example. Additionally, Malta has no mainland to which it can transfer irregular immigrants, with the result that Malta becomes a one-way street; where many enter, but only a few leave. The aim of this dissertation is to evaluate the European Union funds that are being employed by the Maltese Authority, the Ministry of Justice and Horne Affairs, and Non Governrnental Organizations, with a view to recommending better ways of utilising them. Following a detailed examination of the current migratory situation, this research will narrow down the EU funds that are available to the twenty-seven EU Member States. This will then be followed by a more exhaustive examination on the EU funding projects that Malta has benefited from as an EU Member State. The research will conclude with a thorough analysis and will suggest ways and recommendations of how to improve the current situation in Malta through the use of such EU funds.
