Abstract: This thesis is an attempt to make further contribution to other studies in school leadership in the Maltese Islands and, through analyses of the findings, to help heads in their professional improvement. Various research methods were used. Emphasis is made on the historical background, not only as little has been published in this field, but also as heads work within a culture built over the years. The second main method was Action Research. Twenty heads of school, representing a variety of experience and representing both the primary and secondary sector (mainly in state schools) took part in the action research. Interviews were conducted with a sample of these heads, who also answered a questionnaire. Other information was generated through an open ended questionnaire answered by a sample which represents more than 50% of the state schools heads complement. The results indicate that Maltese Heads of School are very much ·aware of their responsibilities both as educational leaders and school managers. They have the right values and believe that schools exist for teaching and learning.
