Abstract: | Prevention is based on long-range foresight, anticipation, and action. In this paper I have tried to examine what steps might be taken to counteract or avoid the risk factors, especially through changes in the behaviour of leaders and their constituencies. A focus has been put on the pivotal institutions that can shape and support constructive behaviour while avoiding the risk factors and dangerous directions. Thus, in seeking to prevent conflicts leading to mass violence, I explored ways in which governments, intergovernmental organisations, and the institutions of civil society could help to build favourable conditions in which different human groups can learn to live together in peace. As the proverb goes and even related to public health: prevention is better than cure. By this analogy conflict prevention is now being adopted in the arena of international conflict. The attainment of peace is related to subsequent development. For this to occur there is the need to have effective institutions. Furthermore, there is a need to have greater understanding and respect for differences within and across national boundaries. Within countries that are normally incorporated under one flag, lie diverse ethic groupings. These are based on religious, racial, political, ideological, and other distinctions. These differences may lead wars or minor and major scale. There is a need to find an equitable solution for these problems. |
