This book is the end result of a project initiated by Lino Briguglio and John Kaminarides in 1984. The goal was to organize the International Conference on Economic Development of Small Countries (I.C.E.D.S.C.) in Malta. This objective was fulfilled on May 22-24, 1985, when the conference was held at the Imperial Hotel, Sliema, Malta. We would like to express our deep appreciation to the University of Malta for sponsoring the I.C.E.D.S.C. and to Mr. John Pollacco of Special Interest Travel, Malta, for taking care of the logistics of the conference. We are grateful to the authors of the articles contained in this volume. It is through these contributions that this book became a reality. A special world of thanks goes to Ed Nissan, who made ueful suggestions on the sequence of the articles and the overall organization of the book. We would also like to express our sincere appreciation to the College of Business of Arkansas State University which supported the endeavor to publish this book by providing secretarial and typing assistance and the services of student assistants. In this regard we would also like to mention Mrs. Lynn Heustess, Ms. Janet Carnett and Mrs. Barbara Wallace, who took care of the typing, and lent a hand in other organizational details.
