Validating informal and non-formal learning on EU standards and guidelines : an audit of the arts in Malta

Abstract

The Communication from the European Commission, Europe 2020 A Strategy far Smart, Sustainable and Inclusive Growth, sets out various objectives in order for Europe to emerge stronger from the economic and financial crisis. Two of the main objectives are the following: • 7 5% of the population aged 20-64 should be employed • The share of early school leavers should be under 10% and at least 40% of the young generation should have a degree or diploma In order to reach these objectives the Commission sets out various initiatives as part of the 2020 agenda, one of which is the agenda for new skills and jobs. This initiative includes the creat10n of conditions for modernising labour markets, with a view to raising employment levels and ensuring sustainability. In order to achieve the above mentioned employers must ensure that they have the correct skills to support their business success and development, training institutions must devise programmes that are demand-driven and individuals must possess the necessary competences for employability. Education systems must be made more attractive in order to reduce the percentages of early school leavers, and opportunities for validation must also be in place outside formal education. When all forms of knowledge, skills and competences are recognised people shall be re-introduced to leaming.
