Abstract: On 4 May 1965, Dr George Borg Olivier, Prime Minister of a newly-independent Malta, stated, in his maiden speech to the Council of Europe Assembly, that Malta was 'returning home after a long absence'. Thirteen years later, the Labour Prime Minister of Malta, Mr. Dom Mintoff, addressing the same Assembly, equated the EEC with a market-haggling multinational organization having 'a big stomach [...] without a soul'. Pollacco's Malta-EEC Relations brings to light the roots of these sometimes very cordial and sometimes highly tempestuous relations. He unfolds a chequered story that was to culminate in Malta's formal application for full membership of the EEC in 1990.
