Abstract: During the last decade or so, Gozo has experienced a new wave of rapid, accelerated expansion of its towns and villages. The main factors which may influence for the better or worse development of the island have been brought forward an analysed. The study starts off with a brief account of the development of settlements over the ages, from their origins up to the present day; this not only being desirable but also necessary for the proper understanding of the character of present-day settlements. Next, it proceeds with an analysis of the influences which have contributed and continue to contribute to their location and layout. The latter is particularly important from the environmental point of view. Finally, the study analyses the governmental policies with respect to town and country planning together with contributions in the same respect, from the private sector. It has therefore, been possible to investigate whether the current development is being carried out according to studies and suggestions made previously by experts on the matter and according to renowned authors on town and country planning and environmental studies.
