Abstract: This study has not been developed to end up in any cemetry of theses. It comprises a comprehensive study on public participation together with an analysis of various foreign and local case-studies. Conclusions are drawn through rigorous comparative frameworks. The original scope of the study was to develop a model for a local process on public participation in planning, which is also being introduced at the moment. I extended my research, I realised that such model does not exist. The Models adopted in England during the sixties failed since different issues require a different approach. Neither problems nor proposals are homogenious.
