Abstract: The existing leglislation governing the planning and construction of buildings is considered to be defective in the following respects: It is contained in different enactments and is not available in a comprehensive form for easy reference by Architects and builders. It is in some cases intermixed with provisions which have no connection with buildings. It has accumulated over a long period and has been amended and added to from time to time without being overhauled as a whole. It is in some respects too restrictive and does not allow for the greater freedom in design made possible by modern methods of construction and the use of modern materials.
