Abstract: The aim of this study is to highlight the incentives which are meant to attract the foreign investor, particularly international banks, to Malta, whilst at the same time outlining the limitations and difficulties Malta may face in the process of reaching its objectives to become an international financial centre of standing and repute. Malta’s ambitious stride could only be achieved if the necessary improvements in infrastructure and legislation, amongst others, are carried out. The study is based, in part, upon interviews with top officers in the commercial banks, auditing companies, MIBA and Melita Bank International, who of course are not responsible for the interpretation given.
