An analysis of the financial management techniques employed by MEPA

Abstract

The aim of the dissertation is to analyse the financial management techniques that are currently being employed by the Malta Environment and Planning Authority. Management of funds is an important feature in the management process of every organisation and is likely to have a burden on the survival or failure of every entity. A proper financial management structure is imperative both in a profit-making organisation and in an organisation whose main objective is not the creation of wealth, as in the case of MEPA. In fact, MEPA provides a service which has a direct impact on the standard of living of the whole community and the environment. Proper financial management techniques aid in the attainment of the organisation’s objectives, since this increases the level of efficiency, thus resulting in the provision of a better service. The dissertation involved a thorough analysis of the financial reports of the organisation as well as personal interviews with the persons responsible for this function. The main findings of the dissertation are aimed at achieving a more efficient and effective utilisation of the organisation’s liquid resources. Amongst others, the main recommendations are linked with the budgeting process, the collection of fees and any applicable capital appraisal techniques.
