dc.description.abstractIn the White Paper entitled 'Privatisation - A Strategy for the Future' issued during 1999, Government proposed to privatise the Public Lotto Department by the end of 2001. The aim of this dissertation is to evaluate different privatisation techniques, propose an ideal privatisation option for this department and assess its: financial implications. This study considers international experiences with privatisation of lottery sectors. It identifies objectives for the privatisation of the Public Lotto Department and evaluates different techniques on the basis of these objectives. The Private Participation Model was selected as the most suitable option. This method it is totally in conformity with European Union Legislation, and the fact that it has been tried and tested in the United Kingdom gives added confidence to this option. In conclusion this study also contemplates important social issues that must to taken into consideration for privatisation to be implemented successfullyen_GB
