Abstract: The Department of Public Lotto is a profit-making establishment. In 1973, for example, the Department netted £NB24 ,209 from Lotto and £NB96, 776 from Lottery. Government realises that besides satisfying some social needs of the Maltese, gambling also brings money to the public coffers. Usually, Government brings in money from the people through direct or indirect taxation which most people do not like; but when gambling, people contribute money voluntarily. So both sociologically and economically the Public Lotto Department has been a boon to the nation since 1923 when the Public Lotto Act was passed.
