The creative economy : the continuous enhancement of Maltese film incentives

Abstract

Purpose: The aim of this dissertation is to produce an improved fiscal package that may put in place in order to reinforce the burgeoning film industry in Malta. In addition, this study also analyses the main fiscal incentives that are offered in several countries. The purpose is to identify potential incentives that are offered in these countries and that would be suitable for the local film industry. Design: The dissertation objectives were achieved by conducting semi-structured one-to-one interviews with Film Production and Servicing Companies, Malta Film Commission and Tax Practitioners. Findings: The findings of the study show that Malta’s fiscal package is reasonably attractive. However, amendments to the fiscal incentives are crucial to give a shot in the arm to the Maltese film production. Beneficiaries of the Malta Film Commission schemes are satisfied with the service being provided. However, some adjustments are essential to ensure a smoother operation. Conclusion: Although Malta’s fiscal package is reasonable, major amendments need to be effected from a holistic perspective in order to develop and present a more attractive and competitive package vis-à-vis other countries. Several recommendations are made to improve the quality of the service provided by the indigenous film industry in Malta. Value: This study is significant to all those creative foreign and local individuals, companies and investors wishing to produce a film in Malta. All companies working in the indigenous film industry need an enhanced environment and a set of incentives that can give new impetus to this sector in Malta.
