Abstract: Recently as a result of the Governments overt concern to promote industrial development in the Maltese economy, various possibilities of introducing large scale . industrial projects have been explored. One such proposal - presumably a direct response to such an encouragement - was the case for a Cement factory, to be undertaken to satisfy contract conditions in the Offshore Oil Exploration Agreement of October 1974 between Joe Oil and the Maltese Government. Such a proposal was, however short lived and in December 1975 Joe Oil Co Ltd had restated its views on project feasibility and had in the event requested permission to study alternative projects which could render more profitable results.
