Abstract: PURPOSE: The overall aim was to evaluate the importance of EU funds for the development of Gozitan local councils. The objectives were to identify EU funding programmes available for Gozitan local councils and projects undertaken through such funds; and to assess the financial feasibility aspect of EU-funded projects. DESIGN: A qualitative approach was adopted to reach the research objectives. Semi-structured interviews were conducted with government officials and representatives of Gozitan local councils. FINDINGS: Findings reveal that, without EU funds, Gozitan local councils would not be able to undertake large capital projects. Although local councils are well-aware of certain opportunities, there is still room for improvement. Gozitan local councils were allocated a reasonable amount of EU funds, depending on their efforts to obtain EU funding. Such funds were mainly used for infrastructural projects. Issues such as the lack of human resources prevent local councils from applying for EU funds. Moreover, the level of documentation is excessive, yet, beneficial. Finally, findings show that feasibility studies are conducted occasionally, depending on the type of project. Ultimately, local councils must be careful not to bite off more than they can chew. CONCLUSIONS: This study concludes that local councils must be prepared to seize every EU funding opportunity. Aid should be provided to help local councils tapping into EU funds efficiently. Ultimately, feasibility studies, non-financial factors, supervision and auditing procedures are important considerations to ensure that the projects are viable. VALUE: This study is of interest to the general public, personnel working within local councils, and government officials related to EU funding. The recommendations put forward aim to maximise the potential benefits that Gozitan local councils can obtain through EU funds.
