Abstract: | The Customs Department supplies 20% of total government revenue. It is a huge department which comprises about 40 sections, and its prime function is to collect and safeguard customs duty. The processing of documents is mainly carried out by the Long Room and the Industries sections. The procedure followed by these sections is elaborate, and involves too much paper work. Consequently, there is the need to improve this procedure. Pressure for change in the general structure of the administrative organisation is brought about by function al claims. The social and technical conditions of functional performance are constantly changing, and this can also be attributed to Government's intention to join the European Economic Community. Eventually, there arises the need for an orderly system of goal-setting, which would lead the way to considerable improvements in the department's administration, the processing of documents, and the relation between Customs Officials and those who rely on the services of this Department. |
