Abstract: This dissertation seeks to examine the way in which housing policy has developed in Malta and how policy has attempted to resolve the persistent problem of providing affordable, suitable and adequate housing to the Maltese population. The scope is primarily to examine the impact of the rent regulation policies on the housing market. The objective will thus be to understand the role that rent regulation played on issues such as finance, legislation, land, home ownership, social housing and the rental market. The knowledge gained through this study will be beneficial to the development of comprehensive housing policy in Malta. The value of this dissertation is due to the fact that it is examining the role of political parties on the development of housing policy and for this reason will, with the use of in-depth interviews, put attention on each political party's proposed action.
