The administration of the postal service in Malta

Abstract

The main purpose of this work is to assess the effectiveness of the traditional functions of the Postal Service in Malta from the administrative aspect in an era of sophisticated telecommunications, competitiveness and advanced technology. The principles and objectives of the Post on the international level, together with an outline of recent history of the Malta Post Office, are introductory features. The organisation, structure and working of the Department of Posts are fully described. The functions of each separate section are discussed in considerable detail. A good part of the study is concerned with the analysis of the department's adverse financial performance in recent years. Potential contributing factors, including outside competition, are identified and tentative solutions forwarded. The concluding part is devoted to long-term planning directed at the furtherance of effectiveness in the services provided, thereby achieving the desired objectives through the most efficient utilisation of available resources.
