Abstract: Development of Santa Lucija close to the Grand Harbour started in 1958. It was the first post war modem town built from scratch for Maltese residents, and was planned to be close to projected new industrial estates, and on the periphery of the urban harbour area. The town was intended to serve as a model for the later development in other parts of Malta. The development of the first neighbourhood was followed by subsequent development phases over the years, as extension to the existing residential area. Improvements in the public spaces, and rehabilitation and adaptation of buildings and dwellings, are carried out. The redevelopment concept of the housing areas needs to address the re-qualification of outdoor spaces, shared common areas and spaces in buildings, as well as the dwellings themselves. The main considerations include the improvement of the open spaces, the architectural and technical characteristics, safety, functionality, accessibility and energy efficiency of the dwellings and building stock.
