Elderly victims of crime : is there a need for reform in the system to protect the older persons?

Abstract

Literature shows clearly that a significant number of older persons are excessively fearful of crimes and this apprehension can have an unpleasant outcome on their quality of life. Another more hidden phenomenon is that of abuse and neglect which is more complex to determine. This study set out to explore and analyse whether the present legal system, has adequate structures for crime prevention strategies and providing protection to elderly victims of crime and if there is a need for a reform. The main tool used in this qualitative study consisted of semi structured interviews with different professionals coming from mainly two sectors; the Central Governance and Local Governance. The findings of the study revealed that there are a number of issues that are still pending or even nonexistent where the elderly are involved. Another emerging aspect was that the older persons in Malta have limited support when it comes to voice their concerns on crime. Many times something has to happen before action is taken. This should not be the case and that all those involved should act proactively to prevent crime and abuse before the number of victims continues to rise. Policy makers should involve all stake-holders to start planning and implement strategic plans as the way forward to ensure a better quality of life for our elderly.
