Abstract: This research sets out to explore the concept of a diversion programme to address juvenile delinquency in Malta. This study builds on prior research of earlier studies such as Galea's (2004) which have suggested that Malta needs to have a diversion strategy. This study utilizes a qualitative methodology, through open-ended semi structured interviews which have sought to discuss the ideas and principles of this programme. Research participants were people who work or used to work in the field of juvenile justice system and therefore could help in building these principles on their experiences and research they had done. Data was collected and grouped in a way as to develop the basic concepts and the philosophy of the Rainbow Programme decided by the researcher. Some key concepts of this programme where crucial It should be a community based programme which caters for first time offenders or repetitive offences of a minor nature. The programme is to have a multi-disciplinary team consisting of youth workers, social workers and other professionals in the field. The social worker's role was explored more in depth and was found to be instrumental. It was suggested that the programme might have sponsors and may be set up on Comino, the idea being to make the young offender use that energy in physical activity, sports and involvement of the child with groups such as the Red Cross. Moreover, findings have also given a clear picture of the procedure from when the child is reported to the police to when he/she is arraigned to court. Moreover the present study has also suggested some changes which need to be undertaken within the juvenile justice system with Jaws and training people in the sector. Therefore this has given a clearer picture of the reality of the system in Malta. Nonetheless, most of all this research has elicited a call for concern because the placement facilities available at present seem not to be satisfactorily on several levels. The finding of such a research has had diverse implications.
