Abstract: This dissertation is a study of the political problems relating to those public works carried out in Malta between 1858-64. In particular, there was the extension of the Grand Harbour and of dock accommodation together with the construction of a market and a luxurious Opera House. The proposal to construct a Poor House and a Hospital for incurables failed to materialise. This study also illustrates Imperialism at work. Research for this dissertation has been carried out at the Public Library and the Palace Archives at Valletta. It is based mainly on despatches, contemporary newspapers and parliamentary papers. No Council debates are available for this period. However, this lack has been complemented by the reports published in the newspapers, particularly the Malta Times and the Portafoglio Maltese.
