Abstract: This study aims at examining the models of planning that have been followed in Malta with respect to housing. It focuses on Valletta in particular and it attempts to indicate the factors that are at present inhibiting the city from reviving itself. In order to provide the reader with an adequate background on the subject matter, welfare regimes and models of planning are included in this study so to assist the reader in the journey throughout this dissertation. A brief account covering the history of Malta is also available so to complete the picture that this study attempts to portray. The housing sector in Malta is being seen as a problem. It needs to be targeted by specific interventions in order to be brought back to normal standards. At present, developable land is becoming more and more scarce and property is all the more increasing iu: price. Valletta, the capital city of Malta is experiencing a steady decline of its population and thus one must understand what is determining this situation. This study focuses on what is afflicting the housing issue in Valletta. This subject is spanned by various literature and interviews were conducted with a number of key people having an expertise in this sector.
