Abstract: Victims of crime have always sought ways to protect themselves and their family. The definition of crime prevention incorporates various preventative measures intended to reduce crime and the possibility of criminal activity ever developing. This dissertation is based on the basic elements of crime prevention through environmental design and how these elements are applied in a Maltese context. This paper represents a case study that examines whether crime prevention measures have been adopted in the town of Mtarfa. The recommendations deriving from this study suggest some measures that can be implemented to reduce both crime and fear of crime. The designs and environment prevailing at Mtarfa were examined. The findings were categorized according to the seven crime prevention through environmental design strategies envisaged by Moffatt (1982). A discussion on each strategy also forms part of this study. The proposed recommendations are not only aimed at the Mtarfa Local Council but also to increase awareness on the importance of crime prevention techniques during building design and construction. Environmental design includes the notion to make crime more difficult for the offender while providing easier surveillance for the residents. Modifications of specific features of urban architecture would hinder or assist the criminal. It is not the poor planning and design that cause crime but this can facilitate the occurrence of crime.
