Abstract: This Paper does not aim at giving a detailed biography of Sir Ugo Mifsud -- such details have been given only in the form of a short note. It owes its existence primarily to some of the manuscripts bequeathed to the Royal University of Malta which deal with the period 1938-39. For this reason the Paper is concerned mainly with the political struggles of Sir Ugo Mifsud and his Party in this period, examined within the sphere of local polities and invariably, the international scene. The Constitution with which it is chiefly concerned, was officially proclaimed by the Governor, Sir Bonham Carter on the 25th February, 1939 and, although dratted by Sir Edward Jackson., was called the MacDonald Constitution because it was he who gave it his sanction.
