Abstract: Since its inception in 1991, the LEADER programme has been a support to the European Union rural community to improve their quality of life and their territory. The LEADER programme will be introduced in Malta under the new Rural Development Programme (RDP) 2007-2013. Due to its methodology it is envisaged that the programme should be a motion of change for the rural community and also for the Government entities. The LEADER programme will not simply provide financial aid to necessary projects required to improve the territory but it will also offer a range of secondary benefits. It will help to get people together and work for common goals mainly through the establishment of the public-private partnership and the thematic working groups. The LEADER programme will also be a useful tool to motivate the rural people as their involvement is required at all stages. Therefore it should encourage the development of more multi-sectoral projects aimed mainly at promoting traditional crafts and the cultural heritage, countryside and natural environment, and provide new opportunities to young people and women. The introduction of the LEADER programme is not an easy task due to its complexity. The main obstacle is the formation of the group as many individuals/entities prefer to work on an individual basis. Team work is required to reach common goals but some stakeholders have their own personal agenda which goes against the idea of the programme. The LEADER programme is a new concept for the Maltese rural community; and thus they lack the skills to implement such a complex programme. Delays in the required support from the competent authority can also further slow down the process to implement the programme on the Maltese Islands.
