| Abstract: | In this short biography of Mr. Joseph Howard, O. B.E., First Prime Minister of Malta, I have tried to place Howard in the context of his times and to judge him thereby. At the same time I have also tried to bring to the light a special characteristic of the man, namely his concern and respect for the Maltese bread-winner. Unfortunately this is a feature which is neglected nowadays in the heat of political prejudices and also because of the remove in time. |
