Abstract: The aim of this publication is to provide the interested students with background information about the European Union and Higher Education Politics. It is a hot issue whether Malta should or should not be a full member of the European Union, or even that Malta is not yet mature enough to join the EU. However, after the KSU conduced a research amongst students it is too much clear that not even University students are well informed about what the EU is all about. Quiet a substantial percentage of the population does not even know about the mobility programmes, Socrates and LEONARDO, which have been spoken of, at least, in these last two years. Although the government have tempted various information campaigns about the EU, it is clear that the message was somehow lost. Only the same few know what the EU is all about. We are trying to provide a service for students who are interested but don't have any guide to Higher Education issues within the EU. This publication can be used as a general reference to Higher Education within the EU. This information was gathered from various institution in Malta, Brussels and Austria, some of which are the following: European Documentation Research Centre (EDRC - Malta), the Embassy of the EU - Malta, the National Agency for Socrates - Malta, Dr. Simon Busuttil - Malta, ESIB (the National Unions of Students in Europe - Vienna), the Joint-Policy Committee for Malta- Brussels, EYF (European Youth Forum - Brussels), DGXXII - Brussels, Education Sub-Committee of the EU Parliament and others. We acknowledge their help. We also acknowledge the help and support of the NSTF - Malta, through the project.
