dc.description.abstractFor years, students and scholars felt the absence of any literature on substantive law in the vast area of public law, particularly constitutional and administrative law. In recent years, mostly as regards Maltese constitutional law, that shortcoming has been partly eliminated with the publication of studies on the subject. However, the dearth of legal literature on Maltese administrative law remained for a long time. The only attempt at some kind of writing on the subject was made in the early seventies with Professor Wallace Gulia's Governmental Liabiliry in Malta and The Public Corporation in Maltese Experience. They were very brief studies, but they at least introduced the student to particular areas of Maltese administrative law. Ivan Mifsud's studies on judicial review and the Ombudsman, and my own publications on judicial review and leading cases on the subject, increased the literature on specific areas. This book attempts to fill this void by providing a general study of Maltese administrative law, its development through legislation, case law and also the application of English common law. The subject has evolved so much during the past decades that it merits a study on its own. [excerpt from Preface]en_GB
