dc.description.abstractThe substance of this article formed part of a public lecture delivered online by the author on 5 January 2022 organised by the Malta Chapter of the International Society of Public Law. 1. Introduction: No constitution of any country is perfect. Constitutions are usually in a continuous state of flux and change, depending on the shifts in political events, historical occurrences, values, and moods. Too much change causes instability. No change at all fossilizes the supreme law of the land. However, one should never shy away from changing what needs to be reformed and remove the imperfections which are enmeshed within the supremo lex.en_GB
