Abstract: | In this dissertation, it has been pointed out that leadership is the main factor for the success of any organization, including the Public Service. Sports can help to foster leadership qualities. The Malta Public Service has already the premises from where sports and social activities can be organized. This is the Civil Service Sports Club. In the past, the Club, through its various activities and events, has played a leading role to establish the Service as a national and leading institution in the country. Today, the Club has almost lost all its significance. However, a revitalised Club can help to project a new image to the service, and promote a holistic identity to it whilst creating esprit de corps. Neither Malta nor the public service can fail in the on-going reform to create 'A New Public Service', and a revamped Civil Service Sports Club can contribute immeasurably for the realization of this objective. |
