dc.description.abstractLibraries are major information providers. Advanced new telecommunications channels and the availability of advanced information sources and products have transformed the information scene. The slow introduction of automation has made libraries in the EU a weak element in the information chain. The European Commission felt the necessity to embark on a programme for libraries earmarked specifically at library cooperation on the application of new information technologies with particular attention focused on the less favoured regions in the Community where profound discrepancies in library provision and services exist. The recent involvement of the EU is due to the fact that there are very few references to culture and education in the original treaties a lacuna removed by the Maastricht Treaty. During the early 80s, the Community initiated full-scale R &T D programmes in information and communications technologies to face increasing foreign competition. Other programmes to help in the building of a European information market and services infrastructure were proposed and approved. In recent years the Community embarked on specific programmes to help revive the European audio-visual industry and prepare the groundwork for the information society.en_GB
