Abstract: | The Office of the Ombudsman has become a very important institution in the mechanism of a democratic state. The need of the Ombudsman is now essential. This Office in Malta has grew rapidly since its inception. In this long essay the relationship between the Ombudsman and the Public Service has been delved upon in detail. Through the interviews carried out with the previous Ombudsman Emeritus Joseph Sammut and the current Ombudsman Chief Justice Emeritus Joseph Said Pullicino, and through a careful study in the Annual Reports presented by the Office of the Ombudsman, a clear picture has been formulated into what this Office has been set-up for, what is it aiming for, how Parliament envisages this Institution and the work it is carrying out and how the Public Service relates with this Office. |
