Abstract: | It has been rightly said that Information Services constitute as important aspect of government administration. Free discussion of government policies is the basis of a democratic society. In countries which enjoy democratic institutions, governments are accustomed to their actions being critically examines by public opinion and by a free press 1. In 1945 the British Prime Minister (2) announcing a reorganisation of the Information Services said in the Commons: @Government Information Services now have an important and permanent part in the machinery of Government under modern conditions. It is essential to good administration under a democratic system that the public should be adequately informed about the many matter in which government action directly impinges on their daily lives.
