Abstract: Whitleyism is both an interesting and a vast subject. Studied with special reference to the Malta Civil Service, it also assumes a rather complex character mainly because of various local variations foreign to accepted Whitley practice I in the United Kingdom. This notwithstanding, and having regard to space limitation, an attempt has been seriously made at studying as I comprehensively as possible the salient features of the local Whitley machine in order to assess its merits and demerits and to propose remedies for its improvement after evaluating certain suggestions and basic principles with which these are, associated. It might as well be said that as my activities as a trade unionist have always been identified with the representation of staff interests and the propagation of the staff point of view, it is natural that my sympathies should lie on the side of staff associations. However that may be, I have endeavoured to be as objective as possible firmly believing that personal feelings and sympathies are no substitutes for facts and fundamental principles.
