dc.description.abstractThis dissertation analyses the administration of returned migration keeping in the background the whole post world war II migration process. The main objectives of this study is to find out how policies in this field have developed,, whether public administration implements public policies regarding returned migrants effectively and efficiently and also to discover whether government should provide an organisation to administer the said process. The dissertation commences by examining factors that affect re turns in the local scene. It then reviews the political perspective of returned migration and the way that political parties have developed their present positive view t.owards the migrants' right to resettle in Malta. With policies to cater for the migrant's resettlement touching on various areas of the public sector, four government agencies are reviewed to elicit the degree of efficiency and effectiveness in implementing policies. It emerges that there are shortcomings in such implementation and the process needs a formal public organizational structure. The services of the Emigrants' Commission - an NGO which is very much involved in the Maltese migration process - could be used by government to complement this set-upen_GB
