Abstract: In the course of this dissertation I will cover quite an exhaustive period of time in Malta's Public Service history, 1911 to 1960, travelling through the times, chronologically surveying the particular Commission, or Committee, as the case may be. Such bodies were established for definite purposes, to act according to the terms of reference submitted to them. Whether recommendations made by them have been fully or partially implemented can be deduced by the reading the dissertation. The gradual reader after effect of the Commissions' reports and recommendations on subsequent changes in the Civil Service structure is experienced as one reads on. Whilst examining and contrasting, occasionally, the various Commissions, I will be trying to scrutinize particular subjects, observing how these were tackled. Naturally, each Commission had its distinct purpose. however I shall examine only those closely related to the Public Service.
