Utilizing neutrality : the use of leverage by small states in peacekeeping roles : the case of Malta

Abstract

In recent decades, particularly after the Cold War, security issues have gained increasing prominence. With the end of the bipolar freeze, small states have called for changes in International Relations theory, thus opening the field of small state studies to further research. The main objective of this dissertation is to analyse how small states utilise their status of neutrality as leverage, in the process of peacekeeping missions. Through meticulous scrutiny of small state foreign policy objectives, domestic policies and external stimuli, the behaviour of small states with regard to peace keeping, is explained. Given Malta's classification as a small state, this Mediterranean island has been selected to be the main subject of this study. By researching Malta's role in peacekeeping operations, the influence of its neutrality status in such situations is analysed.
