Abstract: In the last couple of years the welfare services have been undergoing a gradual reform, with the aim of upgrading their services and creating an positive outreach towards the community. The ultimate goal is that of creating a caring society by keeping in mind the concepts of solidarity, empowerment and participation. Literature from the U.K was used to illustrate where welfare agencies overseas stand when trying to meet the needs of homosexual clients The aim of the study is to show whether the existing welfare services in Malta are really and truly accommodating every person in need, regardless of their sexual orientation. Personal interviews and questionnaires, have highlighted how welfare agencies are putting their aims into practice especially if they come into contact with 'minority groups' like homosexuals.
