Occupational health and safety at 'Ta' Robba' quarry : a risk assessment

Abstract

This study was carried out at a quarry operated by the Works Division on behalf of the Government. It has been in operation since 1947. The quarry is equipped with various cutting machines mostly locally built. There are also a mobile crane, a front loader mechanical shovel and three conveyors. A Works Division study showed that accident rates were high and that the perception of the workers was that the quarry is one of the most dangerous undertakings of the Construction and Maintenance Department to which it is responsible. The study objectives were to measure the risk by conducting a risk assessment and explore possible improvement actions. The study was carried out by observation of the tasks pointed out by the site manager and independent observation of other hazards identified within a specified week. Other separate days were required to observe climatic factors. Data was logged on two forms. The risk assessment methodology used is as issued by the HSEni (Health and Safety Executive of Northern Ireland). Two assessment scales were specifically created for this workplace. One was for injuries and the other was for diseases. The scales were designed in a way to enable comparison between injuries and diseases. Amongst other trivial risks seven high, eleven medium and three low risks were identified. Corrective measures were recommended following the sequence of first elimination then substitution, engineering controls, administrative controls and lastly PPE. Finally, the study confirmed that quarrying at "ta' Robba" is dangerous and various corrective measures are required to convert this workplace into a safer one. Other management weaknesses were pointed out.
