Abstract: These guidelines as endorsed by UNESCO are designed as a non-prescriptive tool kit to assist participating countries in the Pan-African Consortium in Africa to develop a Strategic Planning Framework. It is meant to follow a situational analysis that determines a country's level of preparedness for the digitalisation of TVET and skills development systems.
