Abstract: | This paper examines how local authorities and voluntary organisations can be effective in disseminating and implementing substance abuse prevention programmes. It also addresses the importance of including all stakeholders at the community level in decision making, defines the line of action to be adopted by local institutions and examines how such action should be administered in the best interests of society. |
