Abstract: A study about Public Private Partnership was carried out to figure what it entails, its benefits and pitfalls and its applicability to Malta. The study kicks in with the theoretical foundations of Public Private Partnership. A definition together with the key features of Public Private Partnership helps to understand what the issue is all about. Answering the questions, When and How, are projects assigned to such a partnerships was the next quest. To end up the theoretical part, a whole list of potential benefits, risks and common misconceptions, explains more in depth Public Private Partnership. In the second chapter, Public Private Partnership around the globe was explored. Various countries adopted these types of partnerships in various projects. In this part of the thesis we discover, to what extent, did 12 countries around the world implement Public Private Partnership in their projects. A whole evaluation of the foreign experience was carried out to understand where did these projects excel and where did they fail. This is very important to understand what impact they may have on Malta. In fact the following chapter talks about the Maltese Experience. Since Public Private Partnership in Malta is still in its embryonic stages little evaluation could be done. The only in depth study could be carried out with the Urban and Rural Landscape Section. An evaluation of this Public Private Partnership scheme highlights successes, pitfalls and possible improvements. The study ends with practical recommendations, which were deemed necessary, following some Public Private Partnerships experiences overseas and which could go a long way to offer practical solution to future Public Private Partnership in Malta.
