Napuljun, li kien werwer l- Ewropa, għoddu beda jintesa. Il-gwerer kienu qanqlu ftit tal-kummerc, żammew ħafna nies taħt l-armi u d-dinja ħazin jaw tajjeb imxiet. Imma malli waqfu kotor il-għaks· u l-ġuħ u żdied il-faqar u l-qagħad. Minn dawn Malta messha wkoll u, biex tagħqad,fl-1813 feġġet il-Pesta li qatlet eluf kbar ta' nies. Mn'Alla li l-Gvernatur Maitland rażżanha b'liġijiet ħorox, għax kieku kienet teqred wisq aktar mill-4,668 ruh li mietu. Il-Gvernatur ta qablu, Hildebrand Oakes issellef £18,000 bis-6% biex itejjeb il-qagħda diżastruża tat-Teżor, għax,kif igħid A.v.
