The Strategic Plan 2020-2025 of the University of Malta revolves around the University's key stakeholder groups:

• Administrative Technical and Industrial Stakeholders
• Government Stakeholders 
• Civil Society Stakeholders 
• Commerce, Industry and Enterprise Stakeholders 
• Pre-University Education Providers Stakeholders 

Members of the stakeholder groups have actively participated in the Strategic Development Fora and Strategic Theme Workshops. Stakeholders were invited to contribute on collaborative platforms to provide feedback to assist in the development of a dynamic and contemporary University through the Strategic Plan.
